Over 20 years experience in system development and design using full life cycle development. Conversant in all areas of software engineering using the Oracle product suite. IS experience includes management of technical personnel, project management, system evaluation/purchase, system specification and programming, data modeling, as well as data evaluation, collection and maintenance. Experiences also include the specification and installation of computer hardware and network installations and support.
Extensive knowledge in developing database procedures and triggers as well as working with Oracle Data Dictionary to develop scripts to support database tuning activities. Performed many typical Database Administrator activities.

August 1998 - Present - Phenix Software Technologies, Columbia, MD
Independent Consultant - Defined business requirements to specify and code custom admissions and general academia application for the United States Naval Academy. The application development tools used included Designer 2000, Designer 6i, Developer 2000, Oracle Webserver, and PL/SQL. In addition, provided technical advice to and coordinated project tasks for the client project lead.
Developed multi-user custom application for the data collection and inventory tracking of computer hardware assets for the Department of Navy Information Network Project Offices (DON-INPO). The application was developed using Microsoft Access 97 and included automated interfaces with field hand-held data collection devices.
Provided technical consulting and guidance to personal financial advisory firm in Severna Park, Maryland on the installation and customization of customer relations management application, including the design and installation of local area network.
Developed multi-user custom Microsoft Access 2000 application for a home construction firm located in Annapolis, Maryland to track property front footage assessments levied on home owners and to process invoicing and accounts receivables associated with the assessments.
Developed the business requirements and program code for a Microsoft Access 97 application to maintain and track internal sales commissions for a telecommunications firm in Columbia, Maryland.
Analyzed the business requirements and developed a multi-user application to track the electrical cabling and its effects on associated equipment in the event of a fire at an electric utility's nuclear power plant as required by nuclear regulatory requirements. The application was developed using Microsoft Access 2.0 and interfaces with an Oracle 7.3 database.

Principal Consultant - Utilities Vertical - Defined business requirements to specify and code extensions to Oracle Financial Applications (SmartClient) specifically for electric and gas utilities. Activities included:
· Converting Oracle Assets 'C' Concurrent programs to PL/SQL.
· Development of Material Order System to integrate with Oracle Inventory
for electric and gas utilities using Developer/2000 in addition to Oracle's
Application Object Library (AOL).
· Development of internal testing application for recording and tracking
test results when developing extensions to Oracle Applications using Designer/2000
and Developer/2000.
Reviewed and presented development alternatives available to Oracle Consulting clients for conversion of SQL Forms 3.0 to Developer/2000.

Senior Programmer Analyst - Data Management - Defined business requirements and performed programming activities in support of the migration of applications from an IBM 4341 environment to a client server environment. The client side of the application was Microsoft Access and the database engine Oracle 7.3.
Provide technical advice and project management leadership to the Data Management Department manager and supervisors, as well as the technical staff. Acted as mentor for junior programming staff.

Various Positions - Information Systems - Provided technical direction and assignments for eight technical personnel supporting existing mission critical applications, as well as designing, developing, and implementing new business solutions.
Acted as technical lead for the re-engineering of a critical business application for the Nuclear Engineering Group from an HP-3000 classic mid-range computer utilizing PowerHouse as the front end to a client server environment. Oracle Designer 2000 and Developer 2000 were used to develop the client portion of the application while Oracle 7.2 executing on a HP 9000 mid-range computer was used as the database engine.
Supported the technical aspects of the data conversion of an IDMS site-wide information system to Oracle. Duties included coordination of data conversion and verification with users as well as database configuration and writing conversion programs and scripts using Oracle SQL*Loader and PL/SQL.
Developed procedures for the quality assurance testing and stress testing of an Oracle site-wide information system, including both the application and all related data conversion processes. In addition, supervised quality assurance testing.
Developed written procedures covering the steps of system operation and day-to-day user involvement with the system including standard operations, error correction, and backup procedures.
Developed user training materials and performed user training.
